This is a petition for a writ of mandamus brought against the board of registrars of voters of Uxbridge (the board) and Charles J. Radzik, Jr. (Radzik). It seeks a determination that a certificate of election as selectman of Uxbridge be issued to the petitioner. The judge ordered judgment dismissing the petition, and the petitioner appealed. The facts, most of which appear in a supplementary statement of agreed facts and are essentially undisputed, are as follows.
