This case involves a dispute over the results of the November 3,1981, mayoral election in the city of Brock-ton. On April 5, 1982, we entered the following order. “At issue is the outcome of the November 3, 1981, mayoral election in the city of Brockton. Paul V. Studenski and Lawrence V. McCavitt, the candidates, each claim victory, and each has been declared the victor during different prior proceedings.
