J. Introduction

Plaintiff, Christopher Alves (“Alves”), is currently civilly committed as a sexually dangerous person (“SDP”) at the Massachusetts Treatment Center (“MTC”) under Mass. Gen. L. ch. 123A. In this civil rights action pursuant to 42 U.S.C. § 1983, Alves alleges that the defendants, officials at the MTC, placed him at risk of harm by failing to adhere to certain mandatory procedures prior to implementing a double-bunking policy.
