MEMORANDUM OPINION

KENNEDY, District Judge.

Plaintiffs, Anna Schoenbach (“Anna”), a minor with Asperger’s Syndrome and Attention Deficit and Hyperactivity Disorder, and her parents Andrew Schoenbach and Daryl Kade (“Anna’s parents”), appeal a District of Columbia Public Schools (“DCPS”) hearing officer’s decision that they are not entitled to reimbursement for tuition incurred in sending Anna to the Kingsbury Day School.
