Ila Hartsel appeals the district court’s grant of summary judgment for the defendants, the City of Elyria and the Elyria Utilities Department (“City”) and Michael Keys, its mayor. Hartsel’s suit arises from her failure to be promoted to Superintendent of the Utilities Department.
