LOGAN, Circuit Judge.

These appeals require us to consider the extent to which a union is entitled to compulsory arbitration of certain grievances arising with an employer after expiration of a collective bargaining agreement which, during its term, unquestionably governed such disputes. Because we conclude that the grievances involved in these cases are not subject to compulsory arbitration, either pursuant to the expired collective bargaining agreement or under the employer’s “last offer,” which was unilaterally implemented after bargaining reached impasse, we affirm the district court in…
