GALLAGHER, Associate Judge:
This is an appeal from a decision of the District of Columbia Board of Zoning Adjustment (Board) conditionally granting an application for two special exceptions. The order grants intervenor Safeway Stores, Inc. (Safeway) exceptions under Zoning Regulations § 3101.48 to build a parking lot for a planned expanded Safeway store, and under § 7203 to reduce the number of parking spaces required for the expanded store.
