In these consolidated cases, petitioner seeks judicial review of three final orders of the Oregon Department of Transportation (department) requiring him to remove outdoor advertising signs that the department concluded do not comply with the Oregon Motorist Information Act (OMIA), ORS 377.700 to 377.840.
