In.the trial court the petitioners, six in number, Arabian seamen and members of the crew of a British ship, as libellants sought to enforce the payment of one-half their wages in reliance upon the provisions of § 4530, Rev. Stats., as amended by § A-oí-the Act of March .4, 1915,, c. 153, 38 Stat. 1165.
