Petitioner-appellant Christopher ' John Boyce, a federal prisoner, seeks a writ of habeas corpus under 28 U.S.C. § 2241, ordering defendants to transfer him to the federal prison in Sheridan, Oregon. Petitioner asserts that defendants transferred him from a state prison in Minnesota to the ultra-maximum federal penitentiary in Florence, Colorado in retaliation for his exercise of First Amendment rights, and that conditions at Florence violate his Eighth Amendment rights.
