Plaintiff James Champ initiated this suit against Baltimore County, Maryland, Roger B. Hayden, Baltimore County Executive, and Cornelius Behan, former Chief of Police for Baltimore County Police Department (at times collectively referred to as “defendants”), all in their official capacities, alleging a violation of the Americans with Disabilities Act (“ADA”), 42 U.S.C. §§ 12101, et seq., the Rehabilitation Act of 1973, 29 U.S.C. § 794, and 42 U.S.C. § 1983.
