This matter comes before the Court on pro se plaintiff Edward J. Roepsch’s (“plaintiff’) motions to remove attorney William P. Lehman from representation of the Secretary of the Treasury (interchangeably, “defendant” or “Secretary”) and for an order requiring the United States Attorney to demonstrate its authority to proceed on behalf of the Secretary. In addition, the defendant has moved for partial dismissal or, alternatively, for judgment on the pleadings.
