Appellant John O. Moore, while on state parole from a prior conviction and sentence was arrested on a charge of murder on December 30, 1972. Shortly thereafter the Board of Probation and Parole (the Board) lodged a detainer against appellant. In accordance with Title 37 of the Pennsylvania Code, Section 71.1 et seq., a series of hearings were conducted by the Board to determine whether appellant should be recommitted to prison as a parole violator.
