This Government contract case comes before this Court on plaintiff’s motion for certification of an interlocutory appeal, pursuant to 28 U.S.C. § 1292(d)(2) (1988), and for a lifting of the stay, issued by this Court on March 20, 1992, for the purpose of allowing discovery to proceed. Specifically, the plaintiff here requests certification of the question of whether the United States Court of Federal Claims has jurisdiction over qui tam plaintiffs who have asserted False Claims Act allegations against a Government contractor.
