Plaintiffs-appellees (“plaintiffs”) represent a class of individuals arrested by the District of Columbia’s Metropolitan Police Department (“MPD”) during the morning of a large-scale “anti-globalization” protest on September 27, 2002. Demonstrators staged protests throughout the city that morning, and a number of police actions ensued.
