This case raises a novel question concerning the administration of the Federal Election Campaign Act of 1971, as amended, codified at 2 U.S.C. §§ 431-55 (FECA or Act). When the six member Federal Election Commission (FEC or Commission) deadlocks and for that reason dismisses a complaint, 1 is the dismissal amenable to judicial review? We do not answer that question for all cases.
