Walter J. Blair, convicted of capital murder and sentenced to death, appeals from the district court’s 1 denial of his petition for a writ of habeas corpus under 28 U.S.C. § 2254 (1989). Blair was convicted of killing Kathy Jo Allen, who was scheduled to testify as the victim in the rape trial of Larry Jackson. Jackson had made offers to pay Blair to kill Allen.
