Appellants are seven members of the Narragansett Indian Tribe (“the Tribe”) 1 who brought suit under 42 U.S.C. § 1983 claiming that Rhode Island state officials, including state police officers, violated their constitutional rights by arresting them “without lawful authority” on tribal lands. Relying on our earlier ruling that the state police had jurisdiction to make arrests on Narragansett tribal lands, see Narragansett Indian Tribe v.
