MEMORANDUM OF DECISION AND ORDER

The plaintiff, Jeffrey Spanierman (“the Plaintiff’) brings this action against the defendants, Abigail L. Hughes (“Hughes”), Anne Druzolowski (“Druzolowski”), and Lisa Hylwa (“Hylwa”) (collectively, “the Defendants”), pursuant to 42 U.S.C. § 1983, alleging violations of his rights under the First and Fourteenth Amendments to the United States Constitution.
