OPINION
MOORE, Justice.
Robert Decker applied for a package liquor store license on February 27, 1981 pursuant to AS 04.11.260. He intended to include the liquor store in his “mini-mall” in the South Geist neighborhood of Fairbanks. The Alaska Alcoholic Beverage Control Board (the board) initially denied Decker’s license application because his proposed store was within 200 feet of school property. 1 Decker then requested a formal hearing on his application.
