OPINION
BRUGGINK, Judge.
This is one of a number of eases before the court involving contracts for the disposal of commercially-generated spent nuclear fuel (“SNF”) by the United States. The Department of Energy (“DOE”) failed to collect and dispose of spent nuclear fuel beginning January 31, 1998, as directed by the terms of DOE’s Standard Contract. As a result of DOE’s failure, plaintiffs Dominion Resources, Inc.—Dominion Nuclear Connecticut, Inc. (“DNC”) and Dominion Resources, Inc.—Virginia Electric and Power Company (“VEPCO”) respectively claim damages of $52,001,303 and $121,915,726. We…
