MEMORANDUM OPINION

ELLIS, District Judge.

Introduction

A stop and frisk incident spawned this action. Plaintiff claims two Alexandria police officers violated his federal and state civil rights when they unlawfully stopped and searched him. In a pro se thirteen count complaint against the City of Alexandria, the two police officers and the police chief, plaintiff asserts federal causes of action under 42 U.S.C. § 1983 (Counts I, II, III, X and XI) and 42 U.S.C. § 1985(3) (Count IV).
