TROUT, Justice.

This appeal involves a dispute between the Idaho Department of Correction (IDOC) and its former employee, Kelly Sanchez. Sanchez had been dismissed from his employment with IDOC as a correctional officer, but it was later determined the discharge was made without proper cause. After various proceedings, the Idaho Personnel Commission (Commission) decided it was -without authority to award Sanchez attorney fees and pre-judgment interest.
