Robert Corley and his mother Vera allege that defendants violated the Racketeer Influenced and Corrupt Organizations Act (“RICO”), 18 U.S.C. §§ 1961-1968, by engaging in a scheme to defraud the residents of two nursing homes — one in Peoria and the other in East Peoria, Illinois. 1 The gravamen of that scheme, according to Corley, was a classic “bait and switch,” in which defendants made certain promises to induce Corley to place his mother in defendants’ nursing home and then reneged on those promises.
