SANBORN, Circuit Judge.

Is a certificate of citizenship issued by a court after notice, evidence, and hearing, to an alien proved to be entitled in every other respect to receive it, “illegally procured” because he failed to attach to his petition for naturalization a certificate from the Department of Commerce and Labor stating the date, place, and manner of his arrival in the United States? This is the only question it is necessary to decide in prder to dispose of this case, although many others are discussed in the briefs of counsel.
