Before the court is the motion for judgment on the agency record of plaintiffs Changzhou Trina Solar Energy Co., Ltd., Trina Solar (U.S.) Inc., Wuxi Suntech Power Co., Ltd., Suntech America, Inc., Sun-tech Arizona, Inc. (“Suntech Arizona”), Yingli Green Energy Holding Company Limited, and Yingli Green Energy Americas, Inc. (collectively, “plaintiffs”) made pursuant to USCIT Rule 56.2.
