BRYSON, Circuit Judge.
The appellants, United States Steel Corporation and Nucor Corporation, are domestic steel producers. Along with other domestic, producers, they petitioned the International Trade Commission to investigate imports of cold-rolled steel products to determine if those imports were causing material injury to the domestic steel industry. See 19 U.S.C. §§ 1671d(b)(1), 1673d(b)(1).
