This appeal is from the dismissal of a garnishment proceeding on the ground that the 1976 post-judgment garnishment law (Ga. L. 1976, p. 1608 et seq.) is unconstitutional.

City Finance Company, by its attorney, made an affidavit before the Chief Deputy Clerk of the Civil Court of Fulton County that Josephus Winston owed $24.05 balance on a described judgment.
