OPINION

RABINOWITZ, Chief Justice.

This appeal arises out of the State of Alaska’s dismissal of Ron Walt from state employment. The primary issues on appeal are whether Walt’s claims under 42 U.S.C. § 1983 are barred by the qualified immuni ty of the state official who dismissed him, and whether the applicable collective bargaining agreement precludes asserted statutorily based tort claims and common law tort claims for relief grounded on Walt’s allegedly wrongful dismissal.
