This cross-appeal concerns the interpretation of the Fire and Police Employee Relations Act (FPERA) 1 as it applies to a collective bargaining agreement between the City of Corpus Christi and the Corpus Christi Fire Fighters Association. At issue is whether the City violated the provisions of the bargaining agreement and the FPERA by unilaterally implementing revised grooming standards, and revisions to the City’s Vehicle Accident Review Board procedural rules.
