Plaintiff-appellant Francis Hoefer appeals a May 29, 2014 order of the United States District Court for the Southern District of New York (Ramos, - Judge) dismissing his action with prejudice. The district court ordered the dismissal for Hoefer’s failure to seek timely reinstatement following a conditional dismissal order the district court entered to effectuate a then-pending settlement agreement, which one defendant refused to join.
