IVERS, Judge:

Dennis F. Flynn appeals a November 19, 1992, decision of the Board of Veterans’ Appeals (BVA or Board) denying service connection for hypertension as secondary to service-connected diabetes mellitus. Dennis F. Flynn, BVA 9227091 (Nov. 19, 1992). The Court has jurisdiction over the case pursuant to 38 U.S.C. § 7252(a). For the reasons set *502forth below, the Court affirms the November 1992 decision of the BVA.
