The plaintiff, Nicholas Frank, appeals from the trial court’s decision affirming the determination of the hearing officer of the defendant, the department of children and families, substantiating allegations that the plaintiff emotionally abused a child and placing the plaintiffs name on the central registry of child abusers pursuant to General Statutes § ITa-lOlk.
