OPINION

PETTINE, Chief Judge.

This is an action against the named defendants for injunctive and declaratory relief. The plaintiffs contend that the federal defendants have disposed of or intend to dispose of certain parcels of naval surplus land and buildings in Rhode Island in violation of the National Environmental ■ Policy Act of 1969 (NEPA), 42 U.S.C. §§ 4321 to 4347 (1970), and certain guidelines and regulations implementing NEPA, promulgated by the Council on Environmental Quality (CEQ), 40 C.F.R. § 1500.1 to .14 (1976); by the General Services Administration (GSA), 40 Fed.Reg. 15131…
