The plaintiff alleged: That it was a corporation legally incorporated in the state- of Louisana and Arkansas and authorized to construct its lines of railroad and do business in both of said states, and in the years 1901 and 1902 built and put in operation 16 miles of railway in Winn parish, La., and. since built through the parish. That all of said lines of railroad and side track and property of every kind in Winn parish had been built and put in operation as the new line of railway entirely since the adoption of the Constitution of the state of Louisiana in the year 1898, and…
