On the 16th of December, 1897, the police jury of the parish of Winn met in special session, at the call of its president, upon the petition of 15 freeholders, praying for such meeting to be convened “for the purpose of ordering an election and passing suitable ordinances, as required by law, to vote a special tax of five mills. for ten years in aid of the Shreveport, Junction City & Alexandria Railroad,” and stating “that at that meeting the petition, as required by law, to your honorable body, to order such election, will be presented in due form, when…
