We granted this writ of certiorari to review an advisory opinion of the Louisiana Commission on Ethics for Public Employees (Commission).

Mr. C.C. Dabadie served as President of Guaranty Bank and Trust Company Inc. (Guaranty Bank), which is located in Baton Rouge, and as a member and Secretary-Treasurer of the Board of Trustees of the Louisiana Public Facilities Authority (LPFA) since July, 1985.
