I. INTRODUCTION
The plaintiff, Robert G. Houtz, an inmate at the Utah State Prison, filed suit under 42 U.S.C. § 1983, pro se and in forma pau-peris, claiming that the defendants denied him adequate access to the courts and that his liberty was restrained improperly.
