MEROW, Judge:

This matter comes before the court on defendant’s motions for summary judgment and for a protective order, plaintiff’s oppositions to these motions, and defendant’s reply.

Facts

The controversy at issue concerns a contract executed on July 14,1980 between the United States (Base Contracting Division, Offutt Air Force Base) and Municipal Leasing Corporation.
