POWERS, Justice.

Professional Mobile Home Transport, a partnership, sued the Texas Railroad Commission in a Travis County district court for judicial review of a final order issued by the Commission in a contested-case proceeding. The order grants John Rice a certificate of convenience and necessity, entitling him to transport mobile homes as a “specialized motor carrier” between all points in Hidalgo, Cameron, and Willacy Counties. The district court refused to reverse the Commission’s order and this appeal ensued. We will reverse the judgment below and remand the case to the agency.…
