Ohio Legal Rights Service, as next friend of James H., filed a complaint in the Court of Claims on August 23, 1979, against the state of Ohio, Department of Mental Health and Mental Retardation. The complaint alleges that James H., a 16-year-old minor, has been inappropriately institutionalized for the past ten years in facilities operated by the Department of Mental Health and Mental Retardation.
