This is an appeal from a reversal by the Circuit Court for Baltimore County of a decision of the Workmen’s Compensation Commission (Commission). The Commission had ruled that Gilbert Keene (claimant) had sustained an accidental injury arising out of and in the course of his employment by A & L Contractors, 1 and that Leonard W. Pauza (Pauza) was protected as an employer by the terms and provisions of a policy of workmen’s compensation insurance issued to him as an individual by Pennsylvania National Mutual Casualty Company (Penn National).
