MEMORANDUM OF DECISION

I. INTRODUCTION
Cynthia Brissette and Susan Heath, two former correctional officers, have brought this suit under federal and state law against their erstwhile employer, the Franklin County Sheriffs Office (FCSO), claiming discrimination based upon their gender (Counts I and VI), sexual harassment (Counts IV and IX), maintenance of a hostile work environment (Counts III, VII and VIII), and retaliation (Counts V, X and XI). 1 After all parties waived jury, the court heard evidence over seventeen days.
