DECISION. {¶ 1} At the age of 21 months Michael Cipollone was the victim of an accident — the precise circumstances of which are known to none — that left him hospitalized for two months, necessitated extensive therapy, and led to the conviction of his father for child endangerment. His mother sought to hold someone responsible for the injuries to her child by suing her landlord for failing to keep his property safe.
