FOSTER, Circuit Judge.

This is a suit brought by the holders of bonds, issued under the provisions of Act No. 6 of 1899 of the Louisiana legislature (Ex. Sess..), to enjoin the operation and enforcement of Act No. 36 of the Second Extra Session of the Louisiana Legislature of 1934, which amends Act No. 6 of 1899 (section 8), by making changes in the composition and personnel of the sewerage and water board of New Orleans created by said act, on the grounds that the amending act violates both 'the State and Federal Constitutions.
