This matter is before us on an amended petition for rehearing by Scallion, filed July 23, 1976, the original petition for rehearing, filed June 30, 1976, having been denied. Because the issue raised by the amended petition is one of first impression in this circuit, namely: the applicability of the Interstate Agreement on Detainers (“Agreement”), the Government was directed to respond to the amended petition.
