LAY, Circuit Judge:
K.C., a minor, by and through her parents S.W.C. and K.A.C. (K.C.) appeals from the district court’s final judgment in favor of the School Board of Collier County (Board). Pursuant to the Individuals with Disabilities Education Act, 20 U.S.C. § 1400 et seq. (IDEA), and corresponding Florida laws, Fla. Stat. § 230.23(4)(m); Fla. Admin. Code Ann. r. 6A-6.0311, the Board is required to provide K.C. with a free appropriate public education (FAPE). In order to achieve an “appropriate” education, the school and parents develop an individualized education program (IEP) together.…
