This is an appeal by Mr. Hughes from the action of the Chancellor in affirming the prior action of the Board of Electrical Examiners of the City of Chattanooga which was in due course, prior to reaching the Chancellor, affirmed by the Mayor and Board of Commissioners of the City of Chattanooga. The questions involved on this appeal are divided into two phases. The first of these is what action the Court can take in reference to the action of the Board of Electrical Examiners of the City of Chattanooga which was in turn affirmed by the Mayor and the Commission of Chattanooga.
