SMITH, Judge.

Corine Chavez, Ray Toter, John Kasha-tus, Joseph Belletiere and other similarly situated employees (Petitioners) appeal from an order by the Unemployment Compensation Board of Review (Board) that reversed the order of the referee and determined Petitioners ineligible for benefits.
