In 1995, Shawn Manning was convicted of aggravated robbery, with a firearm specification, and of receiving stolen property in the Court of Common Pleas for Delaware County, Ohio. After unsuccessfully appealing his case in the Ohio courts, Manning filed a petition for a writ of habe-as corpus under 28 U.S.C. § 2254 in the United States District Court for the Southern District of Ohio.
